         Louise G. Swinney is 59 years old. She resides at 643 Holcomb, Dallas. Home phone 391-5601. She is the supervisor of the Dallas City Hall Telephone Operators. Work phone: 670-3011.

         When I first approached Louise Swinney and identified myself, she became very nervous. She asked, "Do I have to talk about it? Are you going to harrass me? What will happen to me if I don't talk about it?" Louise Swinney calmed down after I was able to convince her that my identification is legitimate. She told me that several years ago, someone rom News World and another magazine had given her a bad time because she would not talk to them..

         Louise Swinney stated that she remembers that sometime around 7 p.m., November 23, 1963, she was told by the DPD that if Oswald tried to make any phone calls, they would send two men to the telephone room to "tap in on the line." She stated that about 10 p.m., two DPD homicide detectives came to the telephone room and identified themselves to her. She stated that her room was on the fifth floor of the Municipal Building. She remembers, shortly thereafter, that Oswald tried to make two calls.

         One to "Lawyer Apt." [sic.] in New York and she doesn't remember where the other call was to.

         The name John Hunt [sic.] is not familiar to her. She stated that she did not put either call through for Oswald. The detectives left after they got the numbers. She states that she wrote the numbers on a blue piece of paper and she believes she may still have it at home. She will try to find it for me. She remembers Alveeta Treon well, but does not recall if they worked together on the night of 11/23/63.

     Dr. Grover B. Proctor, Jr. is a historian and former university Dean who is widely acknowledged as an expert on the assassination of President John F. Kennedy. He has published numerous articles, lectured extensively, and has frequently been consulted by print and broadcast media.
     While most of his work comprises analysis and interpretation of the assassination research phenomenon, he broke new ground in the investigation in the early 1980's with his work on Lee Harvey Oswald's alleged telephone call from the Dallas jail to a former military counterintelligence agent in Raleigh, N.C.
